How To Take Out Money From Unemployment Debit Card?

My father just received his unemployment debit card. He was told that he was able to withdraw money from the card from any atm. Since the card said it was from chase we go a chase atm, but couldn't find a way to take money, does anyone know how to take money out from the unemployment debit card using an atm?|||Depends on what state you are in.
