PayPal uses a bank account as an additional source for funds if your paypal account is short but you want to use them for payments.
In order to do business with some internet business you will also have to have your account Verified. This means PayPal will get your bank account info from you and make two small, just pennies, deposits into the account, then you will need to go online and tell them how much the deposits were.
I don't think PayPal will accept your debit card as being worth much, especially if its prepaid.
Only a bank account will do the trick with them. Sorry.
